As Site Admin you have the choice to enable:
- All themes site wide so that all users can choose from the entire selection of themes
- Limit number of themes site wide and enable specific themes on a blog by blog basis only
EXCEPTION: If one of your blog users subscribes as single blog supporter they are automatically be given access to over 100 themes.
